Position Description

The Institutional Data Manager is responsible for supporting the ADACQI by leading a wide variety of data-related projects. The position establishes a data warehouse for California University of Science and Medicine (CUSM) in collaboration with CUSM’s IT department through combining data from various systems, including but are not limited to: Learning Management System, Assessment Management System, Student Information System, Admissions, and various others. The position responds to internal requests for custom data sets, data integrations, and analyses. This position may also compile and submit campus data to external entities. The incumbent manages projects under general supervision and helps coordinate the efforts of other institutional stakeholders and staff collaboratively. The position is responsible for maintaining the accuracy and usability of data delivered to stakeholders.



Essential Function

Primary Duties

  1. Work directly with the CIO to select a data warehouse vendor, find suitable server requirements to host within Azure, and implement role-based system access to all of CUSM.
  2. Communicate with ADACQI and campus stakeholders about data needs and request specifications.
  3. Develops, reviews, and executes surveys. Works directly with faculty and staff in support of institutional and program-specific surveys. Responsible for external survey requests and data needs.
  4. Write advanced queries/scripts in SQL syntax or similar methods, develop complex data management logic, integrate data sources, and build cleaned, standardized data sets for use in analyses and reports.
  5. Apply new and existing data sources as needed to meet campus needs.
  6. As needed, analyze data for outcomes and conclusions related to the data request.
  7. On request, run relevant general statistical analyses related to the data request.
  8. Prepare formatted reports for recipients.
  9. Perform quality checks on own work and the work of other contributors when applicable.
  10. Document data processes and project details and documentation systems.
  11. Perform data and report validation and investigate the causes of data discrepancies.
  12. Verify issues found by end users, tracking errors and outstanding requests and forwarding to appropriate developers.
  13. Propose candidate data structures to meet user needs.
  14. Contribute to enhancements and new development of reports and dashboards using the data warehouse
  15. Communicate needs to development staff and/or consultants.
  16. Anticipate user needs and benefits and propose solutions based on them.
  17. Contribute as needed to data reporting efforts using such tools as Power BI, Excel, Access, etc.
  18. Positions in this classification may perform all or some of the responsibilities above and all positions perform other related duties as assigned

Minimum Requirement

  • Bachelor's degree required. Additional job-related experience/and/or education may substitute for the required education on a year-for-year basis.
  • Minimum of 3-4 years of directly job-related experience required.
  • Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.
  • Excellent customer service and public relations skills.
  • Advanced skills in large relational database management.
  • Advanced skills in SQL programming.
  • Ability to develops, reviews, and executes surveys.
  • Ability to automate certain data tasks through the use of syntax and data logic (e.g., in SQL).
  • Ability to accurately compile custom data sets.
  • Ability to perform data management and transformations to obtain correct results.
  • Ability to prepare data files and merge data records from multiple data sources (e.g., student records and surveys).
  • Ability to produce data reports, including tables and graphs, in Excel, and Power BI, or other data tools as needed.
  • Knowledge of campus data sources and definitions.
  • Ability to produce analyses, including tables and graphs, in Excel or Power BI, and other data tools as needed.
  • Ability to produce well-formatted, easy-to-read data reports and extracts.
  • Ability to document and replicate data processes.
  • Ability to apply general statistical techniques, such as tests of difference and association (e.g., t-tests, ANOVA, correlation, basic regression).
  • Knowledge of IBM SPSS and/or R to perform basic statistical analyses.
  • Knowledge of relevant data privacy policies and practices.
  • Excellent oral and written communication skills.
  • Ability to use various tools to explore, troubleshoot, and verify data.
  • Ability to translate user needs into detailed technical specifications.
  • Ability to learn new data structures and propose candidate data structures for new reporting capabilities.


Preferred Qualifications

  • Master’s Degree in statistics and/or information technology.
  • 5 or more years of direct job-related experience.
  • Expertise in developing, reviewing, and executing surveys.
  • Expertise in producing data reports, including tables and graphs in Excel and Power BI or other data tools as needed.
