Position Purpose

Oversight of all aspects of the HR function. Development, implementation of policies, handbooks, compliance, employee relations, performance management programs, employee development, benefits plans, recruitment, separations. Ensures accurate and timely audits and regulatory reporting. Participates in leadership committees, actively participates with university strategic planning as pertains to staffing, compliance, and employee development. Acts as an advisor on faculty development programs and performance management.



Essential Function

Human Resources Administration

  1. Oversees all HR functions, including HR-related audit functions, hires, trains, and supervises HR staff, and manages the department budget.
  2. Oversees all faculty and staff HR functions, including recruitment, hiring, compensation, orientation, retention, training, personnel changes, employee relations, policy interpretation, and performance management;
  3. Identifies and implements best practices for recruitment, retention, and professional development for faculty and staff;
  4. Serves as primary strategist and problem-solver for faculty and staff HR issues. Serves as primary strategist for successfully attracting and recruiting top tier faculty and staff; responsible for developing comprehensive recruitment strategies of exceptional talent in line with the university dedication to excellence in diversity;
  5. Develops and implements effective and innovative strategies to recruit, manage, develop, and retain a diverse and highly talented workforce, other information professionals, and support staff; Works closely with leadership and managers to define and create compelling position postings that attract candidates of the highest-caliber
  6. Oversees HR-related data gathering and data management for analytical purposes. Analyzes, formulates, recommends and/or approves faculty and staff personnel actions. Develops reporting metrics and benchmarks for HR-related initiatives and activities to measure and assess continuous improvement.
  7. Advises managers, faculty and staff on emerging HR, employment, and recruitment trends as well as the qualities and skillsets needed to meet the emerging challenges. Educates administrators, supervisors and managers as needed about emerging and changing legislation, regulation and policy;
  8. Responsible for evaluating and recommending new benefit, or compensation structures, or changes to existing plans. Keeps records of insurance coverage, pension plans, and personnel transactions such as hires, promotions, transfers, and terminations.

Essential Function

Consultation

  1. Serves as advisor to the Leadership Team; Provides guidance and expertise in cultivating and growing leadership, and preparing teams, staff, and leaders for continuing success;
  2. Provides and/or ensures the provision of consultation and facilitation for individuals and teams involved in problem-solving and process improvement, including, for instance, hiring standards, succession planning, and developing new roles
  3. In collaboration with managers, standardizes business processes, leverages technology-based solutions, maximizes effective communication, and creates efficiencies in procedures and workflow;
  4. Identifies and/or designs and implements workforce training programs, such as leadership development, team/meeting management skills, project management, and data collection, analysis and display;
  5. Takes leadership role in promoting organizational mission, values, and goals;
  6. Communicates effectively with leadership, faculty, and staff.
  7. Applies knowledge of standard concepts, practices, and procedures. Maintains up-to-date knowledge of current policies, procedures, and regulations.
  8. Demonstrates interest in continuous professional development as demonstrated in research publications and/ or attending and providing training sessions.
  9. Performs other related tasks as requested or assigned.

Minimum Requirements

  • Requires a bachelor’s degree, professional certifications (PHR/SPHR, or SHRM-CP/SCP, Title IX and Title VII) and at least 7 years of direct experience in the field.
  • Hands-on experience leading a Human Resources department, supervising and hiring HR staff. Experience developing and/collaborating in organizational strategic and/or operational plans. Experience developing policies and procedures; writing/evaluating employee handbooks; developing and administering benefits/compensation programs. Experience with regulatory compliance reporting.
  • Demonstrated competencies in the following areas HR Expertise, Business Acumen, Consultation, Critical Evaluation and Ethical Practice. Knowledge of Human Resources standards and best practices. Knowledge of state and federal regulatory and statutory requirements and associated compliance.
  • Demonstrated ability to interact professionally with diplomacy, patience, and courtesy with diverse groups; ability to establish and maintain effective and cooperative working relationships while providing exceptional customer service. Ability to develop and deliver presentations. Demonstrated oral and written communication skills to communicate and interact diplomatically and effectively with colleagues, faculty, students, and visitors.
  • Ability to supervise, advise, train and assess employees; including organizing, prioritizing, and scheduling assignments. Ability to foster a cooperative work environment.
  • Demonstrated skill in working independently and completing assignments according to defined goals and objectives. Ability to effectively prioritize assignments under pressure of deadlines, and with frequent interruptions and competing priorities. Must be able to adjust priorities quickly; ability to successfully manage multiple projects at once and quickly adapting to changing deadlines and projects; excellent organizational skills. Demonstrated experience in a fast paced, high volume environment.
  • Demonstrated high attention to detail. Demonstrated skill in analyzing information to define and follow up on problems or objectives. Can identify solutions and independently act toward solving problems.
  • Demonstrated skill in effectively using a computer and applications such as Microsoft Office (Outlook, Word, Excel, Access, and Power Point. Knowledge of HRIS and Applicant Tracking System (Bamboo) and related systems.
  • Ability to sit or stand for long periods of time and use computer; stand, walk, bend, intermittently throughout the day. Ability to work in an office environment; moderate changes in temperature and noise; exposure to potentially dangerous materials and situations that require following extensive safety precautions and may include the use of protective equipment.
  • Must successfully complete and pass a pre-employment drug screen/physical and background check through the Department of Justice.
  • Experience in a university or higher education environment.

Preferred Qualifications

  • Master’s degree preferred and advanced professional certification (SPHR, or SHRM-SCP) and more than 10 years of direct experience in a university setting.
